In a 41-minute audio speech titled “By All-h, this matter will be made possible,” Islamic State spokesperson Abu Hudhayfah al-Ansari urged supporters to carry out lone wolf attacks targeting Christians and Jews across the United States, Europe, and Israel. The speech, issued on Thursday, praised the deadly Moscow shooting the week before and called for further violence to commemorate the 10th anniversary of the Islamist terror organization’s declaration of a caliphate in Iraq and Syria in 2014.

Al-Ansari also discussed plans for additional attacks on U.S. troops in Iraq and called on Islamic State cells in Mozambique and the Philippines to continue their operations.

The Moscow shooting on March 22 resulted in the deaths of at least 143 people, with concerns that the death toll may rise. While the Islamic State claimed responsibility for the attack, doubts have been raised about the group’s capacity to organize such a large-scale assault.

Meanwhile, Russian intelligence has accused the U.S., the U.K., and Ukraine of involvement in the attack, suggesting political motives behind the tragedy.
