Mayor Bill de Blasio made two more senior appointments on Tuesday, appointing Maria Torres-Springer as commissioner of the Department of Small Business Services, and Ramanathan Raju to head the Health and Hospitals Corporation, the nation’s largest public hospital system. Torres-Springer was an executive vice president at the city’s Economic Development Corporation under ex-Mayor Michael Bloomberg. De Blasio has chosen commissioners much more slowly than previous mayors. The heads of the fire, buildings and correction departments have yet to be named.
