The incident occurred on October 23, at 1:30 a.m., on  Penn Street and Lee Avenue.

The perpetrator rode up in an electric CitiBike behind an 18-year-old Jewish male, wordlessly knocking his hat and yarmulke to the ground. The victim suffered pain in the back of his head.

The NYPD’s Hate Crime Task Force announced the arrest Tuesday. The 17-year-old suspect, who was not named, was charged with assault as a hate crime, and aggravated harassment motivated by race or religion.
