Probe Finds Misconduct at Power Agency Under Kessel

ALBANY (AP) —

An investigation into the New York Power Authority under then-chief Richard Kessel has found ethical and financial misconduct. A report released Friday found that Kessel, who resigned in 2011, recommended the authority consider a law firm for a contract without disclosing his own relationship with the firm.
