In Parashas Mishpatim, we learn that there are two types of thieves. A gazlan steals in broad daylight, while a ganav steals in secret, when no person watches. The Torah commands a gazlan to reimburse his theft& in full; however, a ganav pays back double, because he has demonstrated that his fear of people exceeds his fear of Hashem.
