New York City Council members will be getting a tutorial on council history, how to propose bills and what the purpose of the biweekly “stated” meeting is about, the New York Post reported. A mock stated meeting, during which the full chamber votes on bills, will be held, both to clarify recent changes and to orient the 21 freshmen.
