New York ranks among the top five states for children’s health, according to the Kids Count Data Book released Tuesday. Data since 1990 shows the Empire State improving in all eight categories of health and education for children. The number of children who didn’t graduate high school decreased from 33 percent in 1990 to 22 percent in 2012 and the number of children in high-poverty areas remained stable at 17 percent.
