NJ Senate Passes Bill on Public Smoking Penalties

TRENTON, N.J.

The New Jersey Senate passed a bill allowing municipalities to issue civil rather than criminal fines for violations of public smoking bans as a way to levy penalties without consuming as much court time, The Associated Press reported. But they delayed a vote on a law that would have prohibited smoking at up to 20 percent of space on beaches and public parks.
