Cuomo: Charters Most Complex Issue in Budget

Gov. Andrew Cuomo said Thursday he expects charter schools to be among the most controversial issues, along with public campaign financing and consolidating local governments, in the state budget due April 1. The privately run schools emerged as an issue after Mayor Bill de Blasio reversed a decision last week to give three of them rent-free space.
