NY Ethics Panel Proposes 90-day Broadcast Blackout

New York’s ethics board on Tuesday proposed a 90-day pre-election blackout on appearances in public service announcements by statewide officials and legislators who are also candidates. The Joint Commission on Public Ethics would only make an exception for emergencies.
