Mayor Bill de Blasio on Tuesday created a new senior post of deputy mayor for strategic planning initiatives to help push his universal pre-kindergarten initiative. Richard Buery is charged with directing de Blasio’s signature proposal: to provide full-day pre-kindergarten to every child in the city. The mayor says he’ll soon be appointing more people to his slow-building administration.
