SUV Driver Beaten by Bike Gang Sues NYC

A man who was dragged from his SUV and beaten by a bike gang filed a legal notice to sue New York City since an off-duty detective was among the attackers. Alexian Lien accuses the NYPD of failing to properly train officers. The high-speed chase and beating on the West Side Highway in September was recorded by a biker.
