Gov. Andrew Cuomo on Tuesday pardoned three men he says deserve a second chance without criminal records, the first of his three-year-old governorship. Seymour Hunter of Manhattan, Gerardo Alvarez of Lake Peekskill, and Rocco Paciello of Clinton, are legal residents whose record would have disqualified them from U.S. citizenship.
