Cuomo Says Budget Has Enough Money for Tax Cut

Gov. Andrew Cuomo announced Tuesday that New York state will have enough money in 2014 to offer an election year tax cut, and his first target is property taxes, which is the highest in the nation. He said he wants a circuit breaker to offer income tax breaks to homeowners whose property tax bill reached a certain percentage of their income.
