No More Advance Payments

In your article of May 27, the headline reads: “Kerry Offers Palestinians $4 Billion Peace Dividend.” The article ends with Kerry saying: “Economic plans won’t take hold unless Israel and the Palestinians make headway on restarting peace talks, however.”
Kerry and the American administration (President Obama) are more naïve than I thought they were. How do they define “headway on restarting peace talks”?
Such a large sum of money should only be offered if and when a peace agreement is reached. As we know from past experience, any large sums of money donated by various countries over the years ended up lining the pockets of the corrupt Abbas and his partners, while the Palestinian people have remained as poor and miserable as always.
