An elaborate plan to forestall Iranian inroads in Syria was presented to the Cabinet on Sunday by Maj. Gen. (res.) and the current Housing Minister, Yoav Galant, according to Ynet on Sunday.

The plan calls for the U.S. to lead a global coalition, including Russia, to stabilize and rebuild Syria with a multi-billion dollar investment.

The Russians, Galant argues, could be induced to block Iranian activity in the country in return for recognition of Russia’s interests there and its central role in the peacemaking. Furthermore, the international project would be contingent on Syrian recognition of Israel’s sovereignty in the Golan and the replacement of Assad.

The plan is outlined in a 16-page document submitted on Sunday during the Cabinet meeting.

The idea reflects ongoing concern in the Israeli defense establishment about Iranian influence on the northern border, in alliance with Assad and Hezbollah.
